Larry, Loading the page is all it takes. The map is in a hidden div (modal popup) but it is loaded when the page loads. When the problem occurs, it happens right as the page loads. Unfortunately the problem is sporadic, which is making it a bear to debug. I haven't experienced it in the last hour or so, so it ought to be about due :).
If you want to see the map itself (you can see it in IE6, sort of), do an address search for Street Number: 128, Street Name: Main, and then select Permit Details.
