Indeed any key (or none) will work with localhost or file:// protocol
pages. But you will need a key for geocoding and directions requests;
if you are using GDownloadUrl you may run into issues unless you have
uploaded everything to your server; and for GGeoXml everything must be
server-based.

And of course, there is presumably nothing stopping you uploading
stuff to a temporary location on your server for testing.
