I wrote my question at http://services.google.com/enterprise/gme,
received quick response "Thank you for your interest in Google Maps
API Premier blah-blah-blah" and that's all, no meaningful answer.
On the other hand we decided that there will be too much work to
incorporate Google maps into our application in a useful for users way
so we decided to suspend this project.
