I've tried a new approach.  It's based on this map example:

http://econym.org.uk/gmap/example_map7.htm and uses this kml file:
http://econym.org.uk/gmap/example4.xml

I did the following:
1. Used the code from the exmaple.
2. Took two of the polygons from my data (I know the example uses
polylines but the results should be close for now) and added markers
representing the center of each poly to generally conform to the
example xml. So, two polys and two markers should be drawn in the map.
3. Changed files refs to match my files.

The map won't load.

This is the new location of the page:
http://www.glsc.usgs.gov/maintest.php?content=test&title=fish%20at%20Risk0&menu=research_risk_fish
and it uses this xml file:
http://www.glsc.usgs.gov/_text/test.xml
