The API has always required keys, but because some special Google
domains were whitelisted, our system made it possible to not use keys
on those domains and not experience an error.
In the next few weeks, we will be making a change that requires keys
for all sites. This change may affect developers that are using the
Google Maps API inside a gadget, as gadgets are hosted on a
whitelisted Google server (gmodules.com). We have contacted several
Gadget developers about this change already, but if you are a Gadget
developer, please check that you are using a key registered for
http://gmodules.com in your gadget.
