I'm not sure exactly what you mean.
WIth no internet connection, you could look out the window to see
where you are then phone people up to tell them?!  I'm sure you must
mean something else!

How are you expecting a web application to tell where you are, does it
need to track your laptop/car/phone or something?

The maps API is about maps ; user location gadgets are add-ons.
