Did you read to the bottom of the page Rossko linked to? Due to the large volume of incoming requests, please allow to two to three weeks for a response." Geo Permissions links to http://services.google.com/permissions/geoapplication Of course, it's currently possible to move the logo with CSS, but I think that may count as a modification, which is prohibited by the Terms. And all it would take is for a future version of the API to remove the id -- which shouldn't be there anyway, it could lead to invalid pages -- and that method will no longer work.
