If you only want the one county, the easiest way might be to use
Google Earth. Turn on the borders layer for county level and then use
the Add Polygon feature to trace the border for Oneida. Once you are
done to your satisfaction, right-click on the listing in the panel and
choose copy. Paste to a text editor, such as Notepad and save as a kml
file.
Another option is to download the shapefile and convert that to kml
using Shp2Kml (a plug-in for MapWindow).
