(1) Have you read the documentation? It does actually contain the
answer. http://code.google.com/apis/maps/documentation/reference.html#GGeoXml
(2) Have you read the Terms of Service?
(3) Why not ask your Premier support representative? [Although he will
probably just point you to the documentation]

There are other KML parsers like EGeoXml and GeoXml which can probably
cope with locally-served files (but I haven't tried)
