Your special extra meta tag for IE 8 is not the first or second one
after <head>.
I mean this one

<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7" />

In this case its easy possible that it will be ignored.
( And thats truly noted somewhere in the voluminous official
statements.)
