Yes, have you seen 10.8 from the terms linked above:
"10. License Restrictions. ...you must not (nor may you permit anyone
else to)...
10.8 use the Static Maps API other than in an implementation in a web
browser;"
The only way you could do it is to put the link to the static map in
your PDF complete with your API key it would then open in a web
browser. You cannot embed the map in the PDF.
