Is it in the Static Map documentation? If it is, that's the way to do it; if it isn't, it's not supported. If it's not supported -- or even if it is, I suppose -- there's nothing to stop you overlaying your own infoWindow images and text on top of the map image [as long as you don't obscure the logo and copyright]. And if you do that you could use interesting effects like an infoWindow which broke the map border. That wouldn't be possible if it were all in the same image from Google.
