There have been problems before with some Australian proxy servers. See http://groups.google.com/group/Google-Maps-API/browse_thread/thread/8cc99372981b6f7d for example. It may be that a particular Melbourne ISP is serving bad files. Can you use the headers from the email reports you get to identify the IP address of the sender and their ISP?
