v3 has a very small set of features at present, and new features are 
being added very slowly. Eventually, Google say that they intend to make 
most of the v2 features possible under v2 when it goes into Beta. Even 
then many of the features that are present in v2 will not be available 
in the v3 API itself. For example, Google don't intend to add the 
equivalent of GDownloadUrl or GXmlHttp to v3 - if you want to make AJAX 
calls you have to do it yourself.

If you're likely to want to use things like polylines or directions, 
then use v2.

If you only need minimal Maps features, and want to develop a page that 
works well on mobiles, then use v3.
