Bill Chadwick has a "distance to polyline" macro at the bottom of this 
page:

   http://www.bdcc.co.uk/Gmaps/BdccGmapBits.htm

If the point is within a few metres of the polyline, you might consider 
it to lie on the poly. Only under very exceptional circumstances (such 
as on a line segment that lies due North/South) with the distance 
actually be zero.
