I want the marker to stay anchored in the same lat long regardless of
movement in the map. Right now, when you move the map, the marker gets
moved to the center of the map once you stop panning. I only want the
marker and lat/lon to move and change when the user actually clicks
and drags the marker. Sorry for not being more specific. Thanks for
any help.
