Dont think there is a 'geofence feature', certainly not within the Google Maps API.
You will probably have to implement this yourself. There are various solutions for calculating the distance from a GPolyline. You could use that. But you will have to find a source of data for the 'Road' - the Direction API might help, but not in an ideal fashion.
