In fact I just had the same problem today, using Google Chrome. As soon as it happened, I clicked the browser's refresh button and problem solved. I think it's just a css rendering issue, whereby only half of the page's styles are fully loaded, so the site needs to be re- coded for bug-free partial-css-loading.
