In the example, I first create a polygon. Following this if I want to
place a marker within the polygon bounds, the moment the mouse focuses
over the polygon, mouseover event of the polygon fires
[poly.enableEditing({onEvent: "mouseover"});].  This pushed the
polygon into an editable mode.  At this point, even if you try
clicking inside the polygon bounds to place the marker, polygon click
event is what gets fired.  What I was trying out is once the marker is
selected, it should be positionable inside a polygon.
