Don't think that Google will reveal and document that in detail.
However, it should not be too difficult to find that out with the
appropriate software. I can think of

http://www.imagemagick.org/script/

and use it - for example - on these images

http://khm0.google.com/kh/v=45&x=2&y=5&z=4&s=Gal

http://mt0.google.com/vt/v=w2p.106&hl=en&x=2&y=5&z=4&s=Gal


But why do you want know that? The only reason I can imagine is that
you want to adapt your own tiles to these values. But the values you
want to find out are are highly dependant on the 'initial quality' of
your own tiles. So I would think it would be better to find your own
compression, depth and so on for your own tiles.

So the values of Google's examples should only be approximately rules
of thumb.
