Larry is right ; it's very slow, mostly due to the complexity of your
polygons.  Do they really need 500 points each? Do you need 13 decimal
places of precision in your XML lat/longs? (you don't)

Your map click listener finds which of polys[i] has been clicked, and
then uses labels[i] to populate the infoWindow.
There's an assumption there each polys[] entry corresponds to a labels
[] entry.
It doesn't, you push more things on to labels[] in your XML parser
displayResults() than you push on to polys[].
Hint : look at the part of the XML parser that deals with "mandal"
