You're trying to load local copies of the maps modules -

   <script src="lat-long-tool_v7_files/main.js" type="text/
javascript">
   <script src="lat-long-tool_v7_files/mod_jslinkermod_stats.js"
charset="UTF-8" type="text/javascript"></script>
   <script type="text/javascript" src="lat-long-tool_v7_files/jsapi">
Don't do that, it won't work and may also mess up the Google version
of the files that you are also loading.

You probably want to give your webpage a doctype -
http://code.google.com/apis/maps/documentation/introduction.html#The_Hello_World_of_Google_Maps
