Maybe My Maps, on Google Maps itself will be suitable.

Create a map, and make it open collaboration, then anyone (if you
point them at your map) can add information to the map.

You can then export the map as KML (or GeoRSS) and import that into
ArcGIS, [if cant read KML directly there are kml to .shp convertors]
