Not only is it against the Terms, but if you try it and forget to keep 
your version numbers (the v=46 bit) up to date, then the corresponding 
Google tile servers will tend to block your users. Once blocked, the 
tile server will block a user for 24 hours even when they access other 
maps that use the current version number, or maps.gogle.com.

That suggests to me that Google really don't want you to do it.
