I can tell by your encoded levels string that you're not getting the point of using encoded polylines/polygons. The encoded levels string should reflect some point reduction algorithm, not a constant "BBBBB..." like you have. I suggest you read Mark Mclure's excellent pages about the Google encoding scheme for some insight.
