Found the problem... The way we were passing the API key to the Rails
plugin wasn't being picked up properly so it's been sending a
placeholder key this whole time. I'm assuming it finally starting
causing errors because Google just fixed an issue in their web service
which was allowing requests with invalid/missing API keys.
