I added a Wikipedia layer to an embedded Google Map on a non-English site, and it works well, I added a "hl" param when embedding the map and it displays Wikipedia entries in the local language. The only problem is for some locations it doesn't find an entry in the local language, so it displays the English Wikipedia entry instead.
This is not helpful, because the users don't speak English, so it only confuses them when they encounter English text on a non-English site.
