"9.1 Free, Public Accessibility to Your Maps API Implementation. Your  
Maps API Implementation must be generally accessible to users..."

It sounds like you plan to generally deny the world at large access to  
your implementation, and only allow a small subset in. That would be a  
pretty clear violation of the TOS. One alternate would be to allow  
anyone access, but use different datasets on the backend for different  
groups of people.
