Setting the base country code adds a a modest bias to the ranking of the 
results, just like what you get if you search for "London" in 
http://maps.google.ca

London England has such a high rank that it still comes top of the list. 
I believe that matches what most people would expect.

If you want to force your results to be restricted to Canada, you need 
to add " Canada" to the end of all your queries.

Hint: Don't try adding " CA" because then you might get London 
California USA.
