If you're using GGeoXml, then no. A Google Server parses the KML, and 
(for good security reasons) it doesn't have permission to read your hard 
disk. It can only read KML files that are on a public webserver.

The third party extensions, EGeoXml and GeoXml can read files that are 
in the same place as your webpage.
