You can change the zindex (with {zIndexProcess}) or you can arrange for 
the points to have slightly different latitudes, but if you arrange for 
marker1 to be on top, then you'll have the same problem with marker2.

Whichever one you put on top, the other one will be on the bottom, and 
will not be accessible.

If you want one of them not to be accessible, then you can set it 
{clickable:false} in which case the other marker will get the clicks and 
mouseovers, even if it is on the bottom.
