Static Maps may only be used in a browser.

The Terms do allow up to 5000 copies of maps to be printed, if I
remember correctly (do check that!). So you could just prepare images
to print from an API implementation.

Or: use royalty-free maps. Does openstreetmap fit the bill, for
example?
