Here's the terms that you agreed to, to obtain a key -

You must read them for yourself and make your own interpretation, but
I don't see any exceptions for development purposes.

In practice, Google seem to take a pragmatic approach and turn a blind
eye to private-access development using the free API.  But they're not
bound to do that. In theory, some or all features may not work or may
be turned off at any time.

In practical terms, you're not going to get much help with non-trivial
problems unless you can provide working examples.
