The reason why some people may be still seeing no tiles is that tiles
were actually served, only they were all transparent.
Since browsers cache tiles internally, if you try the same map on the
same part of the world you may be getting cached tiles.
Try clearing your browser cache, reloading the page with Shift+Control
+R or (if these don't help) restarting your browser.
If the issue persists, please check your local proxy.
