I'm fairly sure to do that in isolation will be challenging.
You'd have to iterate through your overlays checking each one.
When the browser does its mouse processing, it does it in relation to
the graphic objects on the screen, which takes care of an issue you
are going to have work out...
For example, a point has zero dimensions; so if you compare your
target location with a marker location, they won't match if only a
nanometre apart.  You'll have to work out some tolerance scheme.
Point-in-poly code is already available if you search.
Point-on-line code is going to be tricky, perhaps it could be done by
constructing a long thin poly.
