I can get good looking results with "Mils Austria" "Mils France" "Mils Mauritania" They are not left out.
Yes, "Mils" returns a point_of_interest. So the change is in the priority. v3 javascript geocoder returns also the type of result http://koti.mbnet.fi/ojalesa/geocode/prettygeocode_v3.htm while v2 does not http://koti.mbnet.fi/ojalesa/geocode/prettygeocode_v2.htm There are at least types point_of_interest natural_feature transit_station that do not contain country data. You can get those results mostly by reverse geocoding. Also by a lake name like "Saimaa". So it is a good practice to handle country data as optional data. Not like in my old example http://koti.mbnet.fi/ojalesa/exam/geotest.html where missing country data throws an error.
