The Terms are slightly ambiguous on that question. Strictly speaking,
the Terms probably do allow you to test an application which will
never be public, but that's almost certainly not the intention.

If the application will never be public, you will need a Premier
licence anyway; that will allow you legally to do everything within
your intranet, including testing, and it comes with support from
Google. You may need that if your testing throws up problems, because
this Group won't be able to give you much help.

If the application will be public once testing is complete, you can
test on an intranet under Term 9.1(b). If you want help from the
Group, you'll need to make it public in some way before testing is
complete.
