Yes. Google's free service isn't intended for heavy or intensive use.
It's client-side for a reason.

See the Terms, 10.3. The question is then what counts as "temporary".

I don't think the Premier licence reduces the throttle limitation;
it's intended to allow more than 15000 per day. But that's something
you need to ask the Premier people, rather than the Group.
