Although the static maps documentation doesn't mention geocoder limits, 
I'd expect about the same limits to apply to any service that ends up 
using the Google geocoder service. Because static maps is a direct HTTP 
call, it returns standard HTTP error codes, like 403:Prohibited, rather 
than the more meaningful 620:Too Many Requests.

Geocoding is a time and resource intensive task. Google are unlikely to 
give away a facility that bypasses the normal geocoding limits and put 
unlimited strain on their geocode servers.

I suggest looking for some way to reduce the amount of geocoding you 
require, or consider the possibility of using a non-Google bulk 
geocoding service.
