I disagree. 403 indicates that the request should not be resubmitted
because it will generate the same response. However for a geocode, the
request *can* be resubmitted and may result in a different response.
Thus 403 is not correct. 409 [Conflict, take action to correct before
resubmitting] is a better status: the action to take is to wait a
little before resubmitting the request. Even 200 would be better than
403, because the server is correctly serving a valid response to the
request, which happens not to contain any geographic information but
does contain supplementary data. See issue 1933.
