An infoWindow is always behind the map type control. That's by design. It should avoid all controls when it opens, but it's constrained by its size and the size of the map. Alternatively, you could have done something which caused the behaviour; we can't know. If you want an infoWindow to be on top of everything, you need a third- party extension.
