The API needs to run via a website because of the key restriction.
Static Maps are restricted by the Terms to be viewed in a browser.
Therefore in your email, you need to include a link -- either to a
website page, or to a static map.

In webmail, a link to an image like a static map will normally result
in that image being displayed; if your email ends up in a mail client
(like Outlook or Pegasus) the recipient will be able to click on the
link and view the image in a browser. To get an interactive map you do
need to host it on a site and send a link to that.

It also means that you are not emailing very heavy emails -- all your
recipients receive is a link they can click on at their leisure.
