If you plan on using this http://googlemapsapi.martinpearman.co.uk/articles.php?cat_id=1 you'd need to load the clustering script at some time, I can't see anywhere you do that. Your cluster.js script doesn't do anything as it never gets called. It seems to be an alternative to the mapint.js script, as they each do basically the same thing in different ways.
