Also, do check the Terms of whichever system you end up using. Some of them don't give permission for vehicle geofencing applications (but you can normally geofence people or non-vehicle assets). This is presumably because the organizations that provide the map data to Google are in the business of selling commercial geofencing applications, and they don't want to compete with cheap applications that use Google Maps/Earth to use their own data for free.
