You're right that the link you gave is not a KML file. You need to get
KML out of that link, and you do that by adding &output=kml on to the
end. You probably don't need the &z=13 part.

Bear in mind that there is caching involved and although you are
maintaining one copy, you may find that what you download is a
previous version of what you uploaded.
