Storing the data long-term might be an issue.
Using the data otherwise than on a Google map might be an issue.
Using a map which resides on your internal network and cannot be
reached from outside (it's not "generally accessible") is definitely
an issue for which you will need a Premier licence. If you get a
Premier licence the first two issues can probably be negotiated not to
be issues.
