There is no such thing as exact driving distance between UK postcodes
because UK postcodes do not usually identify a point, they usually
identify a group of premises. In addition, the Google Maps API
approximates the postcode by truncating it: "PO1 1AA" is treated as
the centroid of "PO1 1" sector, as is any code starting with "PO1 1".
Real addresses are treated more accurately.

Google's services require the use of the Javascript API, which may or
may not be possible in Java. The Terms of Service require you to show
the results in conjunction with a map (or a directions panel), as that
includes the copyright data. Even a Premier licence is unlikely to
alter that condition -- but you could ask: 
http://code.google.com/apis/maps/documentation/premier/
