Hmm, I'm assuming that at zoom level 2 the map is showing the entire globe, so it returns the same value for both. I guess that would be a reasonable behavior, in which case .contains() should always return TRUE when east=west. It is an ambiguous question, so the API should assume one or the other. I think it would be better if it assumed that east=west meant 360 degrees instead of 0 degrees. I'd guess that asking about an exactly zero-width region would be more rare than asking about a 360+ degree region.
