I don't think that gl or hl make any difference. The only way to restrict to a particular country is to add the country to the address: http://maps.google.com/maps/geo?q=%E5%93%88%E5%AF%86%E6%9C%BA%E5%9C%BA,china&output=xml -- and even that can return unpredictable results. That particular request does return a location within China.
