You can test that KML by pasting its url into maps.google.com
It doesn't do anything.
The KML contains a network link to
http://wdssii.nssl.noaa.gov/tiles/Visible_00.00/index.kmz
If I paste that into my browser address bar, it comes up "404 Not
Found".

If you use GGeoXml in your map I think it should handle the cross-
domain issue of using someone else's .kmz file, but that .kmz file
does need to be publically visible.
